Culture is an essential asset of communities, enshrined in the Universal Declaration of Human Rights. All human beings have the right to participate freely in the community's cultural life, enjoy the arts, and share in the scientific process and its benefits.
We have never invested so many resources in cultural programming in the country. Yet the rates of cultural participation in the communities are far below what is desired. As cultural agents, we are responsible for finding ways to put culture at the center or the base of the thinking and development of the territories. We have to channel the resources for the desired transformation.
The problem of access to culture cannot be solved loosely and superficially. If we work with people in mind - not just for them, but with them - we will be recreating the natural processes of participatory culture, taking steps to strengthen the critical spirit, to structure community spirit, to create public space, and, consequently, to create more plural and inclusive societies.
